Question of how best to interpret this. The public was not inclined to discuss the issue? Context is a brochure (intended for the general public) about radioactive waste management (NIRAS = Belgian radwaste management agency), specifically finding a long-term disposal solution.

Van bij haar oprichting in 1980 heeft NIRAS onderzoek verricht naar de mogelijkheden van berging van radioactief afval. Dit is niet van een leien dakje gelopen. Vooral volgens de publieke opinie was de problematiek niet bespreekbaar. Vanaf 1998 opteerde NIRAS voor participatie van de bevolking in de gemeenten waar een bergingsinstallatie zou kunnen komen. Dit heeft geleid tot een unieke benadering waarbij alle aspecten en voorwaarden werden bestudeerd in een actief samenwerkingsverband: de lokale partnerschappen.
