The text is the 'huisreglement' for the Brussels office of a major bank, concerning such muscellaneous subjects as security passes, arrangements for visitors, parking, booking conference rooms, etc. Under the section entitled 'Algemene regels ivm gebruik coffee corners/refter/materiaal/afvalbeleid':

Iedereen beschikt over een eigen papierbak bij zijn werkplek uitsluitend bestemd voor het gewone papierafval, op verschillende punten per verdieping en in de coffee corners zijn vuilbakken geplaatst voor restafval. Bij de copy corners staan groene rolcontainers voor de “grovere” papierwaren (bv. kranten, **publiciteitsboeken**, e.d.) en per verdieping zijn er twee blauwe rolcontainers voor het afvoeren van grotere hoeveelheden bureel papier/documenten.
De grijze “destraboxen” worden voorbehouden voor strikt confidentiële te vernietigen documenten.

Just to add to Jack's inut on my peer comment:

His translation is correct in my opinion when it comes to own promotional material. Since the "publisiteitsboeken" are clearly recycled/thrown away in the given text I would use a "less formal" term for this like junk mail, catalogues or flyers and call own material promotional or advertising material.
