Context:

This phrase is mentioned a number of times in a brochure I am currently translating for a group of architects - the project relates to sustainable development.

Sentence:
"Het beleid is afgestemd op een optimaal gebruik van de beschikbare ruimte, waarbij toekomstwaarden en duurzaamheid een doorslaggevende rol spelen."

I tried translating the phrase simply as "future values", but this sounds very awkward (imo), as "value" in English could also imply "norms/standards". I have yet to come up with an appropriate alternative, and am getting a little frustrated with myself!

Any suggestions are therefore more than welcome!

The use of 'future values' in se is definitely not wrong, but is indeed rather confusing. I'm, so to speak, a bit 'worried' about the use of the plural form in 'toekomstwaarden'.
If it would only be referring to 'worth or (financial) value' the author should have used 'toekomstwaarde' or even 'toekomstige waarde' (as he's stressing the 'duurzaamheid').
But future values (with values understood as 'norms...') wouldn't make any sense here...
Yes, I'd go for 'appraisals'... (maybe with 'value' between brackets).
