Context:

I am about to start translating a pre-budget statement for two (merging) companies, and am having problems with the following sentence:

"Terugdraaien afkoop concessievergoeding

Ultimo 1997 is door [...] 60 mln. en door [...] 168 mln. betaald, inzake de afkoop van de voorheen jaarlijkse uitbetaling van concessievergoedingen voor respectievelijk elektriciteit en gas.

I cannot be more specific in my suggestions without knowing what exactly these payments were for. The term royaties might even be appropriate as well.
