Explanation:
Het gaat hier om de situatie waarin een uitkeringsgerechtigde inkomsten uit arbeid heeft naast de uitkering. De 'inkomstenvrijlating' heeft betrekking op het gedeelte van de inkomsten (meestal een maximum bedrag per periode) dat niet in mindering wordt gebracht op de uitkering. IMO kan dit prima vertaald worden met 'exempt earnings' of desgewenst 'exempt earnings amount'. Zie bijv. onderstaande link.

Railroad retirement annuitants who work after retirement can earn more in 1998 without having their benefits reduced, as a result of increases in earnings limits indexed to average national wage increases.

Omgekeerd zou je ook kunnen zeggen dat er sprake is van een 'inkomenslimiet' voor uitkeringsgerechtigden, oftewel een 'earnings limit' of evt. 'income limit'. Zie Google voor de vele relevante hits voor deze termen binnen deze context.
Of deze 'omgekeerde' vertaling ook bruikbaar is voor jouw kopjes mag je zelf beoordelen :-)

Explanation:
I believe this is right if inkomstenvrijlating means the amount of income you are allowed to keep if you are working whilst also receiving benefit. Most of the income you receive through work will be deducted or set off against benefits, but you are usually allowed to keep an initial amount or percentage, which is as far as I understand it, income allowance. At least in the UK!

Allowed earnings


Explanation:
The term seems to relate to a certain amount that is allowed to be earned while on Social Security benefits. Some systems use a threshold like that.
