Dutch term or phrase: stuurt bij en hierbij

I may well just be reading this sentence wrong but I am struggling to understand the meaning of 'stuurt bij en hierbij afwijken' in the following sentence:

De directeur of de gevolmachtigde bewaakt de termijn van zes maanden en stuurt waar nodig bij en hierbij afwijken van voornoemde 3-maands termijn.

It just doesn't seem to be quite a sentence in Dutch?
