This needs to be paraphrased but I just can't put my finger on the right solution, so any suggestions welcome.

Not sure I agree with your interpretation on the whole (isn't it more to do with the media needing to be made accountable?), but 'paving the way' or perhaps 'setting the tone' are useful avenues to explore. Thanks!
