General context is improving communication between the government and the public. This is one of the recommendations made by a commission:

Communicatie is een managementtaak
- Communicatie is een volwaardig en integraal onderdeel van het beleidsproces
- De communicatiefunctie is een integraal onderdeel van de managementverantwoordelijkheid in de beleidsdirecties;
- Centrale directies voorlichting moeten in staat gesteld worden de regie, samenhang en de kwaliteit in de communicatie van ministeries te waarborgen.

I've had a look at the glossaries and management/direction don't feel right. Thinking along the lines of:
Central information departments must be able to guarantee that communications from ministries are [co-ordinated?], consistent and of a high quality

Good idea, though I did subsequently find several examples of 'co-ordinated' in my own glossaries (spelt regie wrong first time I checked...). Still deciding. Thanks!

See site below: "Onder coördinatie kan wel worden verstaan de professionele regie/supervisie over meerdere functies. Dat betekent overigens niet dat bij de regievoering vanuit één functie ook alle activiteiten - die tot andere functies behoren - daarmee tot die functie moeten worden gerekend. De functies waarover regie wordt gevoerd blijven eigenstandige functies."

Thus the different functions remain separate, but the "regie" coordinates them for effective production.

  -> Thanks, Scott. This is how I have translated it in the past in a Dutch language work setting (as opposed to "direction">"coördinatie"), but I have little or no quarrel with "direction".
