Can't grasp what this phrase means here. Context is the pig farming industry in the Netherlands.

Een beroep op de Europese landbouwbudget doet de sector niet. En de varkenshouders **gaan zich evenmin te buiten aan** het gebruik van hormonen en andere verboden stoffen.

Text then goes on to mention the extremely low number of cases of hormones being found in tests (2 out of 12,884 meat samples tested positive, and it turned out to be the fault of the Irish...).

How can I fly in the face of so much generous support? Though 'carefully restrict the use of' might be another option. Didn't know they were allowed to use ANY hormones, hence my confusion.

disagree  xxxjarry: To indulge is to allow yourself or someone else to have a lot of something enjoyable, so overindulge would be to do this in an excessive manner. But perhaps these farmers enjoyed these hormones and other delicacies as an hors d'oeuvre? :-)
