I researched this a couple of years ago as I regularly do work in this area. opleggen means to finish, start the finisher phase, delivery to the fattening farm, depending on context and normally refers to weaners. (als de biggen van de zeug naar de biggenafdeling gaan heet dit spenen (weaning), dit zijn dan gespeende biggen (weaners), daarna als ze ongeveer 25 kg zijn worden ze opgelegd in een vleesvarkensafdeling (cell).) 'afgeleverd' can mean delivery (to the next farm in the chain e.g. fattening farm, or to the slaughterhouse. However, here you're talking about fattening pigs (vleesvarkens, also called finishing pigs or even slaughter pigs if they're on the way to the slaughterhouse) so I think it's safe to say they're being delivered for slaughter.

After researching this, I am reasonably sure this is what is meant. However, I would call the client to make sure. These terms seems to be exclusively used by agricultural researchers in Wageningen, judging by the Google hits on "opgelegd en afgeleverd".

disagree  MoiraB: Pigs are kept in group housing. Exceptions only possible for health reasons (as here perhaps, but not until slaughtweight reached - BTW your link doesn't work 100%, doesn't contain the text quoted), for conception purposes or for weighing and cleaning.
