it is in a certificate for financial assistance, it lists all the allowances that the person has received.
so, i have leefloon, leefgeld and the last item is andere financiele steun, and under that item i have this text:

in this context does it mean some kind of money given to this person to help him find employment or just help to find a job?
it sounds a bit stupid if i translate it literally "employment"..

I think it explains everything, so Mr. Nuijens' explanation seems correct!
IMO the only way that 'tewerkstelling' can be translated is 'employment', but you should recognise that the semantic unit here is 'tewerkstelling art 60/7', which you could render as 'Article 60/7 employment'.
Of course, the meaning of this is probably perfectly clear to the original intended recipient(s) of the document and equally mysterious to the intended audience of the translation, so you should provide a note or explanatory paraphrase describing the nature of 'Article 60/7 employment', as appropriate for your (assumed) target audience. I think he/she has been employed for that period and has obviously been paid for this so it is regarded as income which would be relevant for the calculation of any financial support.

Re unemployment insurance in the U.S. at least, while employed taxes are taken out of every worker's pay. If the worker is laid off at any point, that worker may make a request to the state government unemployment office for the return of the funds that he/she has paid into the unemployment insurance program, limited to an amount corresponding to the number of hours previously worked in that specific position (the last full-time qualifying job = above a certain # of hours of work in the job) for which tax deductions were made. Eventually, these qualifying funds run out.
