Does it mean a place for people with ambition, or a place where you want something to be provided because it's lacking?
Explanation: or 'a gap that is waiting to be filled', or 'a market that is wide open', or something along those lines (which also implies that it would attract people with ambition).
My guess is that it could mean both: for people with ambition to create something, or for people who want to go experience what others create.... a place where demand and supply meet. I think it suggests is "action"
