'Z is een wereldplek om iets te willen.' Quote from interviews with interested parties about (possible) culture provision in a new urban area being built. This is the complete quote. The document is a cultural committee's recommendations.
Does it mean a place for people with ambition, or a place where you want something to be provided because it's lacking?

  -> I think it IS a bit negative. If you read the paper, you will find that, initially at least, they are extremely confused, don't know where to start and have to define exactly what it is they want and how to go about it.

Explanation:
Thanks to Textpertise, I have just read the full page. The person is telling us, that Z is such a great place, that you simply can't help wanting to do something with it - whatever.
But it's pretty difficult to translate that in a catchy, concise manner. :-) Hence my suggestion of a blank canvas.

Actually, I live there. It is an absolutely boring district crying out for some cultural development, but that sounds rather negative :-)

There is a downloadable pdf on this site which contains quite a full text explaining the objectives of the study. The ambitions for this new development are for it to become a world class area in which to live. However, at the moment, there are no cultural provisions and the City of Amsterdam has commissioned the report to explore broadly the cultural needs and how much the City of Amsterdam needs to involve itself, organisationally and financially, in ensuring that the area's cultural needs are provided for, specifically whether it should just leave these developments to the market or whether it should conduct a wide-ranging exploration as to what its role needs to be.

Asker: That is the text I was translating! (Although in general I try not to reveal the source text - confidentiality issues etc.) You have summarised it v well - but I would have thought that what one really needs in a reference text is a target language version of the issues...
