Can someone please explain what they mean by "zorg en opvoeding alsnog kunnen opeisen" in the following. understand zorg en opvoeding as "care and upbringing" or whatever but I do not see why they would want to claim it.... Help please!

Bureau is wel van mening dat oma een "residence order" aan zal moeten vragen, zodat ook oma het gezag heeft over het kind in het Verenigd Koninkrijk. Dit zodat ouders, eenmaal in het Verenigd Koninkrijk, niet de ***zorg en opvoeding alsnog kunnen opeisen***."
