In a report on a child being assessed by social services they use this word.I assumed it must mean counselling at first but the child is only months old so it cannot be that.

Explanation:
I think all they are saying is that a counsel, advisory body, is doing an investigation. If that does not exist as such in the social services system, then maybe it's just an investigation by social services. Without more context, I can't make any more of it.

disagree  Olly Pekelharing: This is a Brit charity. The 'raad' is Dutch government. Sorry, you're right, your link was to a charity, I see child protection teams are used at various levels of government. However, the 'raad' is not a team, but a council.

  -> Child protection teams are not a charity. Process is statutory and in fact I typed the report which gave rise to the law. Your revised answer essentially same as mine. Necessary words "child protection" provided by me. Translation to be used by Brits?
