It's talking about a building site. Under 'opleverdatum' I have the following:
De opleverdatum per stoppunt van het WERK wordt bepaald door middel van de definitieve door OPDRACHTGEVER geaccordeerde Turn Around planning.
The client has spoken to their Dutch office, who say that it means 'scope of work', but I'm not sure how that can be right, given the above sentence, for example.
Explanation: just "stopping point" see reference and also according to the building-inspection of Jefferson Coutny in COlorado. Stopping point because inspection needs to approve up till that point, only after approval construction can continue
