Explanation:
I think it has to do with excavation works, demolition works or something else. pipes et cetera through which probably a liquid or a gas flows must be fenced / pegged out to forestall damage to these pipes. I guess there is an adjective for the phrase "through which liquid or gas can flow". I don't know it yet, but I guess I know it over an hour or something else

But I wonder now if service pipe is sufficient. Damaging main pipes is even worser and damaging drain pipes may be very stinking
