I realise you could have thought of this yourself. I am using the below-mentioned dictionary and it offers alternating / interaction / reciprocal and the like for "wissel" in different contexts, although not in this particular instance.

As it turned out, "wisselverwarming" was used in the sense of "verwarming van wissels" (the points of a railway line). Maybe pretty obvious, given the subject matter of the agreement (the construction of a railway line), but it had us all baffled apparently. Thanks all the same.

The switch is a railway track switch. You may use teh BE term points if you like. "Units" may be replaced with "installations" or "systems". Whatever fits best into the context.
