It's a conversation about the form not being complete correctly and appears twice in these two contexts:
'Als vorafgaande regeling is hier T1 ingegeven'

Volgens de desbetreffende communautaire codes van bijlage 38 de referenties vermelden van de documenten die voorafgingen aan de uitvoer naar een derde land/verzending naar een andere lidstaat.
