unless there is some special problem, without additional context it simply means what phil says. consent can be replaced by a number of other words (permission for instance) but it would be nice to see a complete Dutch sentence. Explanations in English aren't that helpful.

We need some more context, please. Is this the heading at the top of a document? If so, what does the rest of the document say? Alternatively, is it mentioned in another document, in which case could we have the sentence containing it?
It means "consent to remove," by the way, but it needs an object in English, and we don't know what is being removed.
