En fonction du contexte et comme alternative aux réponses précédentes (qui me semblent bonnes), je suggère de vérifier s'il ne s'agit pas d'une mise en exergue du caractère exécutif (gestion selon les critères politiques imposés) face au "traditionnel" caractère opérationnel de ces services. De nos jours, il s'agit souvent pour eux d'opérer la transition d'un modèle opérationnel (gestion d'équipes d'ouvriers) à un modèle exécutif (organisation et gestion des projets, marchés publics, contrôle et réception...). |
