Dutch term or phrase: verhouding
Wie ist folgender Satz zu verstehen:

"De hoogte van de boete is in verhouding tot de hoogte van de overtreding."

Bedeutet dies, daß die Buße ebenso groß ist, oder ist damit eher so etwas wie "verhältnismäßig, angemessen" gemeint?
