Mi pare che qui il traducente non sia "evidente", non capisco il significato preciso, forse "necessario"?

Explanation:
IMO: anche in Russia i pagamenti non siano tanto sicuri
cosa del genere, penso che l'evidente si riferisca a una situazione di incertezza, molti ritardi ecc.
neanche/nemmeno in Russia i pagamenti sono evidenti
