staf1(8) - geheel van leidende medewerkers, synoniem: management.
Я думаю, что это как "штатный врач" или кто-либо в штате, в отличие, например, от "внештатного", который не в штате, что рангом ниже считается. Так же как "штатный переводчик" - внештатный переводчик.
