Dutch term or phrase: vaste verandermomenten

From an EU text, the sentences are:
Zoals uit bovengenoemde rapportage blijkt wordt daarnaast op korte termijn de vaststelling van enkele ‘vaste verandermomenten’ voor nieuwe regelgeving die gevolgen voor het bedrijfsleven heeft beoogd.

Omdat op dit moment echter nog niet duidelijk is welke die vaste verandermomenten zullen zijn en hoe lang de implementatietermijn zal zijn, is gekozen voor een termijn voor inwerkingtreding van dertien weken zodat bedrijven voldoende tijd hebben rekening te houden met dit besluit.

I have found it on several financial/economic related sites, but I'm not even sure that this is the same thing as the economic related sites mention.

"Fasta ändringsmoment" doesn't give me any google hits, whereas the Dutch term gives me some 900 hits.
