Afterwards I was allowed to get the original Swedish text and there it is 'omlänkare'. I have a vague guess that 'omläkare' could be the upper fix-point of a three-point seat belt that you can move up and down so as to adjust the belt according to the height of the passenger.

agree  Robert Fox: I would say this is what it is, but then it is not correct to say the relink(er) of the safety belt. It should be something like 'reassemble the seatbelt through the relinker'
