I'm no statistician, but here goes...

The percentages in Table B.1 are given for individual measurements averaged, over the period considered - that bit should be self explanatory

by the limit value, for a 95% confidence interval (bias * two times the standard deviation).

Basically, the percentage is the average measurement taken during the specified period, divided by the limit value. The limit value is the value that would not be exceeded by more than 5% of the events.

I haven't checked, but the sentence suggests that 95% is mean + 2 times standard deviation

So, in the context of table B1, the accuracy figure of 25% means that 95% of the readings should be better than 25%

So, the percentages are applied for two conditions:

a. averaged individual measurements within the limit value over the period
b. 95% confidence level.

I guess the limit value and the period are fixed, while the measurements and CL is variable.
