I have the impression that there's something wrong here...

I don't think 'retting' container, as such, exists... that's my doubt here...

Explanation: I'm pretty sure, assuming it IS a typo, that this is what is meant; the English is distinctly strange, so I don't see anything at all odd with the writer having used the term instead of "settling container", which IMO would fit perfectly here. A settling container would allow a certain amount of rubbish to fall to the bottom and permit the lighter water to be drawn off for treatment.
