English term or phrase: the Department for Work and Pensions' Vote
"Statutory Sick Pay (SSP) is a short-term, non-contributory benefit for employees which is payable from the fourth consecutive day of sickness. Employers pay it for the first 28 weeks of incapacity. Until 1991 they could recover all benefits paid from National Insurance contributions (as for SMP). The National Insurance Fund is reimbursed from the Department for Work and Pensions' Vote. "

I need to know what "vote" means in this context. How can money be reimbursed by a vote?
