Thrice victor over Austria (excluding his campaigns in 1796-1797) he crushed Prussia in 1806, **became reconciled and with an ally of the Tsar in Tilsit (1807)**, and came to dominate a large part of Europe, stretching as far as present-day Croatia and Poland, by ruling through a variety of systems, rather like concentric circles.

Hi. I'm having troubles with the bit between **. According to my research, a treaty was signed in Tilsit between Napoleon and the Tsar, whereby Russia and France acknowledeged each other as Western Europe and Eastern Europe's main power, respectively. Any idea what the author could have in mind when s/he phrased it like this? Should I just try to come up with something of my own according to my research (I mean, as it stands, the sentence makes no sense at all) Thanks beforehand and have an awesome new year.
