Context: A big US corporation nurtures and evaluates potential leaders through annual reviews. This process includes the o called tandem assessment. The meaning is clear (at least, I believe so): Due to the complexity of this process, only few persons are involved, ie the ones closest to the top management. But what about the literary meaning? What is a "C-suite"?
