Explanation:
'Raising' should be 'rising' (a very common error in English usage) -- i.e. increasing in level or height.

'Backing up in the pipes' is the opposite of flowing freely (like what happens when your drain is plugged; the water backs up in the sink). 'Queuing' is not normal usage for this IMO, but I needed a quasi-synonym.

Overall, the control system prevents the refrigerant fluid (probably not an oil, but that's a different question) from rising to an excessive level or extending too far back from where it should be.
