'Feed' here probably does mean 'feed rate', i.e. basically speed --- though that abbreviation 'fn' could give rise to some doubt: might it be 'nominal FORCE' [i.e. feed pressure?] --- but could be 'nominal feed (rate)'? Speed is more usual, I think.
Elena, it is NOT clear that they mean 'by' when they say 'with' here, though this does seem to be the only logical assumption; but the English is very odd, is the quality of the text reliable; or could there perhaps be text missing after 'with...'?

Explanation: Increase feed would be "pushing the material through to be processed/worked with", so to speak. If you are drilling metal, then the feed would be how hard you push the drill end down on the metal. With less feed there is less pressure on the end and vice versa.
