if this refers to pregnancy, I would say consultation refers to meeting with the health provider and discussing what is medically possible and advisable while counselling usually refers to emotional well-being and support.

For example, a counselor could help a woman in distress deal with choices and consequences.

Explanation:
Consultaion is something more up to the essential point of the matter, it can be some ceratin directions, descriptions, advice or information as for the procedures you are about to have; some plan, prescription explanation etc.
Counselling is more of an emotional thing than educational. It's rather psychological support than any explanation or advice.
