neutral  Samuel Murray: Usually, yes, but the asker's text may also mean http://en.wikipedia.org/wiki/Above_the_line_(filmmaking) since television is always above-the-line anyway, so would the author add "above the line"? Was it deliberate or is it a pleonasm? Who knows...
