English term or phrase: car disabler
Hierdie term verskyn in ’n brokkie in ’n tydskrif. Die toestel is "a remote disabling device" wat die kar onbruikbaar maak as mense nie hulle paaiemente betaal nie. Die brokkie sê voorts dat mense gewoonlik hulle selfoonrekening betaal, want hulle weet dat die foon nie gaan werk tensy hulle betaal, maar nou wil die slim ouens hierdie 'disabling device' in nuwe karre inbou sodat die kar nie sal werk as mense te ver agter raak met hulle paaiemente nie.
Die bronnemateriaal is van ’n redelik formele aard, so mens het nie te veel ruimte om mee te "speel" nie. Kan van ons geëerde kollegas dalk met ’n voorstel vorendag kom?

Explanation:
This is what I would call it, but it is a monster word. Another word which looks even worse, might be "agterstalligersimmobiliseerer" (keeping in mind that there's no such word as "agterstalliger" unless you accept the principle of turning adjectives into nouns). Another possible word is "laatbetalersimmobiliseerder".

Alternatively, from the descriptions that I have read, try "laatbetalersmonitor" or "wanbetaalmonitor", since many of these devices do not merely switch off the car, but gives the owner several warnings (beeping noises) over a number of days or weeks of late payment before shutting down the car.

With regard to the asker's note, I think a remote disabler is more an "afstandsimmobiliseerder".

agree  Samuel Murray: Ja, ongelukkig word dié woord reeds gebruik vir 'n toestel wat jou motor uitskakel om dit teen diefstal te beskerm, maar dis dalk die beste woord vir Eugene se teks.

agree  Kas Smit: InEngels word dit nie nodig geag om te se waarom die kar ge-'disable' word nie. Ek dink in die praktyk sal die konteks die term definieer.

Explanation:
Although "versaker" has been defined as a renouncer or neglecter, I believe the word can be used succesfully in relation to the term "hartversaking". Anything that causes
"hartversaking" can be called a "hartversaker". Therefor an apparatus that can cause a car to stop or cut out, should be called a "motorversaker" - or am I way off the mark?

neutral  Samuel Murray: Ek sou geen beswaar hê nie, maar versaak is in die woordeboek en dit beteken "forsake", "neglect" of "abandon". Ek is net bang dat mense dié betekenis ken en dan die woord motorversaker misinterpreteer.

  -> Dankie, Samuel, ek aanvaar dat dit verwarring kan veroorsaa" k. Ek probeer net wegkom van "immobiliseerder" wat al so oorgebruik is. Ek dink in elk geval die "gadget het voordele - as ek 'n bank was, sou ek daarin belangstel !

Notes to answerer
Asker: Beste Samuel: Ek het hierdie vraag eintlik namens ’n vorige kollega opgesit. Hier is sy kommentare: ""Wanbetalersimmobiliseerder" is nie sleg nie, maar in die brokkie staan daar ook nog 'remote disabler', dié dat mens eintlik juis iets vir die 'disabler' wil hê. Samuel se storie oor die liggies en hoetertjies kom ook nogal daarin voor, maar dit los nog nie die probleem op met die "remote disabler" nie." Ek moet erken, ek is raadop. :(
