I think a good translation can be " فن صناعة الأماكن العامة"
و ذلك قياسا على "فن صناعة السينما و خلافه
and
because this translation is more inclusive of both "finding the pace" as well as "designing/building it".More over,I have to say "الأماكن العامة" not "المرافق العامة" because the word "المرافق"is so wide as it extends to include rail and land transport services,public hospitals as well as water/power supply services and buildings which is not meant at all by the term "placemaking"
