I guess either "Golden Square Mile" is meant literally or figuratively. if Figuratively i think you are free to translate it in any way provided you keep the figurative meaning. this figurative meaning , however is not very clear from the text you provided.
The text is a speech given by a head of a GCC investment company deliverered at a meeting where all attendees are of Arab nationality with one only from UK and to whom this sentence was addressed.
So, what I think is that the speakers uses "Golden Square Mile" as sort of a figure of speech or so...
