If this expression is supposed to be parallel to Run of Press (ROP), then ROP was inadequately explained and incorrectly translated.

In the case of ROS, the choice is clearly given to the vehicle, not to the advertiser. If the same arrangement is supposed to prevail in ROP, then ROP's translation needs to be revised. The meaning would be:
