Desire is a verb in this sentence. It basically means "want." The company is seeking people who desire/want advancement based on their actual skills and contributions to the company and do not think they should be promoted simply because they have been with the company for a long time.

As for "aggressive," it is not negative in this context. It means that you are a "go-getter" and do not have a passive personality. From the dictionary:

Aggressive means: "Having or showing determination and energetic pursuit of your ends."

Still don't get why they'd ask for aggressive people! I've always thought that it's a negative character.

''desire advancement''. These are nouns. How could you describe someone as desire advancement? unless it's ''desire advancement based person'' but then the word ''based'' in the sentence has to be with ''merit and performance''. They can't be in the sentence on their own.. I'm confused!
Also what do they mean by aggressive?! Do they want aggressive staff? It's a bit weird. Pls help me get it right to decide whether to apply for this job or not.. Thank you. Maha
