Desire is a verb in this sentence. It basically means "want." The company is seeking people who desire/want advancement based on their actual skills and contributions to the company and do not think they should be promoted simply because they have been with the company for a long time.
As for "aggressive," it is not negative in this context. It means that you are a "go-getter" and do not have a passive personality. From the dictionary:
Aggressive means: "Having or showing determination and energetic pursuit of your ends."
