Explanation:
This is a pharse often used to simply add weight to the percentage figure cited. I have often translated as suggested here in World Bank reports and other donor agencies and it is accepted accordingly. In this context Fuad is correct in his noting this to follow the percentage point. See link below for its usage as such in various contexts. Advantage is sually defined as ميزة, but in this context it would mean نسبة زيادة أو تفوق تبلغ 10 نقاط مئوية.
