I can't explain what it is, but here are a few photos:

They are used together with baby capsules in cars, to keep the child from flying out in case of a road accident.

Explanation:
The first suggestion was literal, I am afraid. It reads (harness or belt in the shape of H), which does not make much sense and does not convey the actual meaning with the indication of safety or securing. English is different from Arabic. It does make sense to have the (H) in the English term since the harness itself has the same shape, but in Arabic it does not look nice. According to the reference pictures, I think we can just translate it as:
حزام تثبيت أو حزام أمان

neutral  Ahmed Dahman: There are a lot of terms have a letter shape and translated into arabic literally like T-ruler, U-turn, T-junction, T-square, T-bone and finally L,E,H school, which are schools have the shape of T, E or L. In additions, the harness has the shape of H.

I have asked the Customer Service "Does the "H" in the word "H-harness" mean that a harness which has a shape of H ?" and the answer was "You are correct. It does indeed resemble an H."
