English term or phrase: Car Up On Blocks
Anybody know what this means guys? In the context the guy describes what was once a magnificent mansion that is currently in shambles by saying it "looks like a car up on blocks".

I Googled the expression and I did find meanings of the metaphor, but I need to know the Arabic term for actually putting a car on blocks. Here's a pic of a car on blocks: http://farm1.static.flickr.com/4/4544828_06df9bbbd7.jpg

I would really appreciate any help on this. Thanks!

car up on blocks = سيارة مرفوعة
Explanation:
that's the Arabic term for it, which doesn't necisserily mean it's a damaged car infact its a way to preserve a car (usually when its not going to be used for years), but the context is understood that the mansion became like an ignored car that noone uses anymore (up on blocks) thus is currently in shambles
