عَرض فَنِّي وتِجاري Explanation: For those who cannot display Arabic text, the proposed translation is pronounced: 'ARDH FANNIYY WA TIJARIYY. I recommend dropping and the word "and" (WA in Arabic). This translation assumes that the proposal is in the nature of a business venture. If the proposal is more like a set of recommendations, then it would be more appropriate to translate the title as either: اقتراح فني و تجاري IQTIRAH FANNIYY WA TIJARIYY (literally, "Technical and Commercial Recommendation"). or: مقترحات فنية و تجارية MUQTARAHAT FANNIYYA WA TIJARIYYA (literally, "Technical and Commercial Recommendations").
