Holding company is a legal term and captive insurance is a widely used term in the business but has no legal implications or is not used in legal statutes and ordinances. Holding companies has nothing to do with insurance per se.

I strongly recommend that the asker recheck again, because this really has nothing to do with owning shares. Moreover a holding company would be a company that has several companies under it, whereas captive insurance company purely relates to insurance and is a subsidiary or branch company. Holding Company is also a legal term whereas captive insurance companies is not. With all due respects, of course.
