The connection and relation between both "staying amidst the cobwebs and geriatrics" and "Everyone's inferior to Ollie.." is very clear.
How?
This satirical black comedy features Igby Slocumb, the perfunctory son of a wealthy family who had a series of less-than-satisfactory encounters with education; and is staying haplessly amidst the cobwebs and geriatrics العجائز و مخلفات الدهر
as compared to
his "fascist" older brother "Ollie" (short form of Oliver) who is a Columbia University student to whom the most important thing is outward affluence; and he thinks that he is better than and above all, hence the phrase "Everyone's inferior to Ollie in one way or another"

Asker: thanks for the second link it's really helpful. I'd translate it this way but what confuses me is the following part when she says geriatrics and Igby answers everyone's inferior...
what's the relation here between ÇáÚÌÒÉ and inferiority that's why I guess he might mean another thing

اعتقد ان المقصود من هذه العبارة هو السخرية والتهكم من المكان وقاطنيه لذلك الترجمة يجب ان تنقل هذا المعنى.
Cobwebs and Geriatrics: العجزة وشباك العناكب
I believe that the best translation for this phrase would be the literal one. Why? because that's what the actor is trying to say in this context. He is literally ridiculing the place and those who live in it.
