English term or phrase: buffer zone
the document is discussing finding a suitable site for an industrial area:

"it is favorable that the site should be with one large area without main roads or railways passing through the area. The site should preferably be located only on one side of the main road to avoid congestion. A buffer zone along the main road is also necessary to avoid entrances disturbing the through traffic. Possibilities for future expansion is valuable"

A buffer zone generally separates one area from another. I therefore suggest that the Arabic word 'fasila' is the correct translation for the English word 'buffer' in this instance.
