I go with Abdallah Ali in his definition, but the formal name for the said paper is "Quality Uncertainty and the Market Mechanism". Translating the formal name and adding it as explanatory addition will be useful

Akerlof's paper uses the market for used cars as an example of the problem of quality uncertainty. There are good used cars and defective used cars ("lemons"). The buyer of a car does not know beforehand whether it is a good car or a lemon. So the buyer's best guess for a given car is that the car is of average quality; accordingly, he/she will be willing to pay for it only the price of car of known average quality.

لأن السيارات المستعملة (وحالتها دون المستوى) تطغى غلى السوق وتضلل المشترين وتجعل السيارات الأحسن حالا أو الجديدة سواء بها، وعليه يكون الشاري مستعد لدفع المال في كلا السيارتين (الجيدة وما دون المستوى) ويعاملهم نفس المعاملة وبالتالي تكون السيارة "الليمونة" هي الرابحة في هذا السوق لأنها تتساوى بقيمة السيارة متوسطة الجودة في السعر.

Asker: so if "lemons" refer to used cars , how come we say سوق الليمون

Asker: thanks Abdullah but i'm afraid it is not a similie because "lemon " in the dictionary is an informal term referring to an artifact (especially an automobile) that is defective or unsatisfactory http://www.thefreedictionary.com/lemon
