I was surprised to hear that the term is coming from The US. For Elementary, Middle and High schools, the " Person in charge" is titled " School Superintendent";while " Chancellor" is for University. For example, University of California Chancellor.

In most areas in the US, educational oversight is handled by independent authorities called school districts whose jurisdictions coincide with counties. For example, I live in Fort Bend County, where education is handled by Fort Bend Independent School District (FBISD). Each school district is run by a superintendent. School districts ultimately report to the state's department of education, which does not run schools, but oversees the standards and performance of each district.

New York City, however, is a huge polity all its own, so big, in fact, that it is divided into five divisions called "boroughs." It is no wonder, then, that New York City has its own department of education that oversees many school districts throughout the five boroughs that are run each by a superintendent. Boroughs: The City of New York comprises five geographic sections called “boroughs.” Schools that are part of Community School Districts, High Schools, and Specialized Superintendencies all receive a borough designation as follows:

K=Brooklyn (Kings County)
M=Manhattan
Q=Queens
R=Staten Island (Richmond County)
X=Bronx.

Community School District: There are 32 Community School Districts located throughout the five boroughs of New York City. The Community School Districts, supervised by a Community Superintendent and Community School Board, operate elementary, intermediate/middle, and junior high schools.

High School Superintendencies: Five districts, supervised by High School Superintendents, are responsible for high schools throughout New York City. Specialized superintendencies, such as the Chancellor’s District and Citywide Special Education Programs District, are responsible for schools and programs located throughout New York City.

California and New York are a world apart, geographically and culturally (One hosts Jay Leno, the other hosts David Letterman). Yet, the principle remains the same: a big city is divided into districts, but kept under one command. In Los Angeles, for instance, there are eight districts, each with a superintendent, but they all report to the Los Angeles Unified School District, which is headed by the Superintendent of Schools, who, in turn, report to the Board of Education, which has members representing each district, with one of them selected as President.

Superintendent is the most common term for the head of a school district, or a sub-district.

In some other states, like Florida, the Chancellor is the head of the department of education for the whole state.

The same difference in terminology exists with respect to heads of other departments, especially police, where in some cities, the head is called \"chief,\" while in others, they prefer \"commissioner.\"
