disagree  Nesrin: Sorry to disagree, Shazly. What you're talking about here is the expression "to BE caught up" or "to GET caught up". But the asker is enquiring about the expression "HAS caught up", i.e. in the sense of "to catch up (with something)"

neutral  Nesrin: "is caught up" is not the same thing as "has caught up". //Hi Jasmen - the use of "has caught" or "is caught" doesn't depend on the tense. It's like the difference btw "has seen" and "is seen" (active/passive).

  -> Thanks Nesrin. But I think the main issue here is "catch up in" not "catch up with" . I think that what makes the difference. Using has or is depends on the tense in the sentence.
