I would translate the whole sentence as follows:

ولا يجوز أن يتم (يحدث) هذا إلا لأسباب تنطوى على حسن النية و تقتضيها الضرورة التجارية البحتة، ولا يكون الباعث عليها أياً من المخططات والأغراض التى حظرتها المادة الخامسة

ولا يجوز أن يتم هذا إلا لأسباب من الحاجة التجارية البحتة، وبما لا يخدم أي من المخططات أو الأغراض مما ورد ذكرها في المادة الخامسة

I'm not very sure of whether the "schemes and purposes mentioned in Article 5" are positive or negative.
